How much should it cost in materials to install a chimney liner in a 28 ft chimney?

I am inquiring about putting a wood stove and conceting it to my fireplace in the basement
I had a wood stove given to me, and then I was told I had to get a permit to install it, and the stove needed to be certified by the EPA. This stove is in good condition and was used up until recently, the people I got it from just upgraded to a pellet stove. It doesn’t have the EPA cert. tag on the back of it, but it has all the other tags, for installation and such.
Is there any way to get it certified or be able to use it? We are on a fixed income and freezing! Last year our electric went up over 0 a month, and we just can’t afford it this year. We live in Oregon if that makes any difference, and it is an Olympic stove.

I have all the piping, except for the part that actually goes through the roof, and need to install the firewall. I have all the instructions for what I need to do, and for safety. The thing is the EPA Cert. I have heard I can’t install without one?
I was wondering if any one has tried a wood pellet basket, You know where you put wood pellets in a Special basket in a regular wood stove. i read what people think based how wood pellets are suppose to burn, but i was wondering if any one has tried it yet
in the basement. Will i still be able to use the one above it to burn a fire or will it be unusable with the wood stove being used? the house was built in 1950.

I had woodburning stoves in MD. now live in SC where ice stormes in the past have caused electrical outages from 1-3 weeks. I now have a soapstone stove that manf. says has to be 36" away from wall whereas typically clearance is 18". My main and a big concern is that I have a 6′ 200# quad son that would have to be admitted to the hospital if we had an outage over a couple of hours… If I had a wood stove that would provide heat, light and could also cook on stove.
Also, is there anything I can put on the wall so stove can have only 18" clearance? Thanks to all of you for your help.
i have oil .hot water baseboardi dont think the price of oil is going to stop going up.. now.what would I choose a wood stove or pellet stove..i have chimney with A fire place have gas insert in the fire place but the chimney is double flew but 30 years old i think i will have to put a steel pipe up the chimney and how much would that all cost ruff estimates are fine thank you im confused..and how much would the stove cost used or new

I was in the feed store and noticed there were pellets for the wood stove and pellets to use in the horse stall as bedding (kinda like horsey litter) both made of pine wood but one was cheaper than the other. So what is the difference does anyone know?
Thanks for all your replies- I had given thought to the chemical issue and checked that out on wiki-pedia according the them the standards for making pellets doesn’t allow them to use chemicals that would create noxious emmissions. even the "airtight" stoves will "puff" once and a while.
The cedar chip thing was a very good point- it has the same effect on rabbits– thanks for bringing that up.
I had thought that it was an issue of — it has "horse" written on the package so we can charge more.
From the information I could gather they are made the same way. I’m glad to have found someone who has tried it. I want to keep our horses but must do something to keep the bills down.
The next step will be to get a bag of both and see if they expand and absorb the same(in my kitchen/science lab lol) and if there might be any unwanted smells or mushie-ness etc. I can post what I find if anyone is interested.
